The New York State (NYS) Office of Mental Health (OMH) is providing one-time funding of up to $250,000 to OMH providers through two opportunities in Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS) programs (formerly known as Article 31 Clinics). This funding opportunity is intended to promote development of MHOTRS programs and services in underserved geographic areas, as well as to underserved populations in all areas. To reach these goals, applicants may apply for two opportunities: (1) to establish or enhance access to mental health services in (1a) underserved areas or (1b) for underserved populations in any area, or (2) to establish immediate (same-day) access to individuals in distress, with a focus on diverting unnecessary use of emergency/crisis services, including through addressing Health-Related Social Needs (HRSN). The 2023-2024 Executive Budget dedicated funding to improve access to quality mental health services across New York State.
