Specifications include, but are not limited to: A. Project Management and Coordination: I. Internal project management and coordination. II. Bi-weekly and/or monthly coordination meetings (as deemed appropriate) with Forsyth County, and other entities including, but not limited to, GDOT’s Project Manager, GDOT’s Construction Manager/General Contractor (CM/GC), Independent Cost Estimator (ICE), Independent Design Reviewer (IDR), and Construction Engineering and Inspection (CEI). III. Meetings include technical discipline specific meetings, coordination with third parties during design as needed, project coordination meetings with various stakeholders or adjacent projects. IV. Preparation of meeting agendas and minutes. V. Monthly invoicing. VI. All appropriate annual GDOT Cost Estimates including ROW cost estimates, Utility cost estimates, and Construction cost estimates. Construction cost estimates shall be provided at 30%, 60%, 90% and final plan approval. VII. In coordination with Forsyth County and GDOT the EOR should provide notification and/or assistance including, but not limited to the following areas: a. Notification of major design changes. b. Material selection based on market surveys. c. Accommodate appropriate construction means and methods into the design. d. Design changes for cost/schedule impact validation. e. Provide design documents to facilitate contractor-obtained permitting. f. Joint planning and participation in public outreach meetings. VIII. The EOR shall partner with Forsyth County and members of the Project team including, but not limited to: a. Forsyth County Project Manager and Project team. b. GDOT’s Project Manager and Project team. c. Federal Highway Administration (FHWA). d. U.S. Environmental Protection Agency (EPA). e. Georgia Environmental Protection Division. f. Public and private utilities. g. Local property owners, businesses, neighborhoods, and stakeholder groups as required for the Public Information Open House (PIOH). B. Concept Development: The Project Team/EOR will be responsible for all studies and reports required for the Concept Report Development. The EOR shall be responsible for submitting and obtaining approval of the Concept Report. C. Environmental Studies and Permitting: The Project Team/EOR will be responsible for preparing all necessary Environmental Special Studies survey reports and NEPA assessment of effects reports (including any additional field surveys needed). I. The Project Team/EOR will be responsible for conducting Public Involvement (PIOH/PHOH/PDOH) and coordination with Forsyth County and/or GDOT. II. Prepare all necessary Environmental permit submittal documents and special studies (including coordination with appropriate oversight agencies). III. Necessary NEPA Re-Evaluation(s).
