Specifications include, but are not limited to: Task 1: Establish Baseline Conditions a. The Consultant will relay most heavily on the MassDOT Impact portal and synthesize that data with existing data/studies from the local and regional planning office, DPW, engineering and/or other sources including but not be limited to the following information, as available: i. Basic transportation network characteristics (functional class, width, AADT, transit stations/stops, paths, bike lanes, etc.) ii. Crash History iii. Capital Investment Plans iv. Existing Network Gap Analyses (Bicycle, Pedestrian, & Transit) v. Roadway Maintenance or Repaving Plans vi. Pavement Management System vii. Private Development Projects viii. ADA Assessments ix. Bicycle and Pedestrian Assessments x. Roadway Safety Audits b. In their proposal, the Consultant must include their intended method for analysis of current conditions in Southbridge. This method should be able to identify the public roadways and intersections in Southbridge with the most safety risks and the most opportunity for multi-modal transportation safety improvements. Task 2: Public Engagement a. The Consultant will work with Client to develop a public engagement plan modeled after the MassDOT Complete Streets 301: Public Engagement Training, see Attachment A, MassDOT CS301 Public Engagement, that outlines objectives and methods to engage the public in the development of the Project Prioritization Plan.
