the purpose of this RFP is to invite Bidders who have an interest and are qualified to do business relevant to this RFP, to submit a proposal to the Colorado Division of Insurance (“Division”) for the purpose of performing financial analysis services. The services relate to the Division’s statutory duty to monitor the ongoing solvency of Colorado domestic insurers. The Financial Analysis Section (“Analysis”) of the Division lacks the capacity and expertise to complete its analysis work by the National Association of Insurance Commissioners (“NAIC”) mandated due dates. While the Division is in the process of hiring three new analysts, the job knowledge needed to perform analysis work independently is vast, specific, and technical. It generally takes up to three years to develop and train new hires. It’s five to ten years before an analyst obtains the experience necessary to successfully perform supervisory reviews or perform complex analysis like evaluating ORSAs or reinsurance programs. We project inadequate analysis resources and expertise for the next three years as we develop our three new analysts to be hired.
