Specifications include, but are not limited to: The purpose of the Request for Proposals (RFP) is for the New Mexico Health Insurance Exchange (the “Procuring Agency” or NMHIX) to solicit sealed proposals to establish a contract through competitive negotiations for the procurement of professional services for the design, development, implementation, maintenance, support, and ongoing improvements of an individual marketplace solution and contact center services. The scope of work includes migrating from the existing systems in use by the Procuring Agency to the new solution and services the selected Offeror will implement. The Procuring Agency expects that the solution and services provided by the selected Offeror will help the organization achieve the following goals: • Implement a cost-effective solution and services that provides value for the money invested over its lifecycle, including initial acquisition, implementation, and ongoing operational costs. • Implement a user feedback driven solution that makes it easy for consumers to apply for, select, and enroll in health insurance coverage. • Implement an omni-channel contact center that leverages technology to provide support to New Mexicans 24/7/365. • Implement a scalable and flexible solution and services that allows for changes by the Procuring Agency without additional cost. • Comply with all applicable federal and state laws, regulations, rules, and policies.
