Specifications include, but are not limited to: Learning Management System Core Functions 2.1.1. Ability to train employees across 70+ Harris County departments with an employee population over 18,000. 2.1.2. Create a centralized location to house all compliance training. 2.1.3. Support skill development programs. 2.1.4. System shall provide the ability to add personality assessments and Clifton Strengths. 2.1.5. System shall provide an assessment tool to screen an employee for promotion readiness. 2.1.6. Various departments shall have access to their own employee base as opposed to a global view. Global view would be reserved for Harris County Human Resources & Risk Management (HRRM). 2.1.7. Provide secure access, tracking and reporting by departments and HRRM administrators. 2.1.8. Ability to generate reports at the department level to assess employee’s progress against training goals. 2.1.9. Cloud based/mobile capability. 2.1.10. Accommodate various working environments by increasing learning resources accessibility such as learning on the go, utilizing various mobile platforms. 2.1.11. Provide departments with ability to create and conduct department specific content supporting individualized training needs. 2.1.12. Ability to upload contracted facilitators training conclusions, for sessions conducted outside the LMS. 2.1.13. Vendor provided library of content available to Harris County LMS Administrators for uploading and use via a SCORM process. 2.1.14. Event Management 2.1.15. Security/Support 2.1.16. Training communications integrated with Microsoft Office, Teams, and various communication technology platforms, such as a video invitation to attend a class. 2.1.17. Ability to support advanced sign- in sheets, tracking of time in/out of training modules, and issuance of completion certificates. 2.1.18. Export capabilities with filter and sort options to PDF or Excel, as well as dashboards which detail various training inputs. 2.1.19. Ability to train outside constituents and volunteers beyond the Harris County firewall. 2.1.20. Integration with performance evaluation systems or HR systems for aligning learning goals with performance appraisals.
