Separate sealed proposals will be received by the Purchasing Agent of the County of Morris on June 20, 2024, 11:00 AM Eastern Standard prevailing time in the Office of Purchasing, Room 517, 5th Floor, Administration & Records Building, Court Street, Morristown, New Jersey for the respective project as follows:

PRELIMINARY ENGINEERING SERVICES FOR THE ROUTE 24 & COLUMBIA TURNPIKE (CR 510) INTERCHANGE IN HANOVER TOWNSHIP, MORRIS TOWNSHIP AND BOROUGH OF FLORHAM PARK, MORRIS COUNTY, NEW JERSEY
RFP/RFQ along with the Concept Development report are available for downloading from http://www.morriscountybidsystem.com/, or may be picked up on or after Tuesday, May 14, 2024 in the office of Purchasing at the above address during regular business hours. The County of Morris shall not be responsible for full or partial sets of Contract Documents, including addenda, obtained from any other source.
Proposals must be enclosed in a sealed envelope bearing the name and address of the Respondents, and the RFP/RFQ number and title spelled out on the outermost packaging, addressed to the Purchasing Agent of the County of Morris.
Proposals shall be delivered in two separate, sealed envelopes either in person, by delivery or mail at the hour designated, or previous thereto, to:

No proposals shall be accepted after the designated time, and Morris County will not assume responsibility for proposals forwarded by mail or delivery service, nor any other conveyance.
Respondents are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.
The Preliminary Engineering Phase of this project is funded by the Federal Highway Administration (FHWA) through the NJDOT Local Aid. The ESBE goal required for this project is 10% and all Federal guidelines/requirements will be followed during this project.
"Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.3, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.3 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award." The vendor shall maintain all documentation related to products, transactions, or services under this contract for a period of five years from the date of final payment. Such records shall be made available to the New Jersey Office of the State Comptroller upon request.
Cost plus fixed fee with the NJDOT overhead rates and procedures are to be used when preparing the Cost Proposal. No reference to Man-Hour breakdown for each Task maybe included in the Technical Proposal. Cost Proposals shall be submitted in a sealed envelope and separate from the Technical Proposal.
