Sealed Bids will be received by Saline, Michigan at the office of the City Clerk, 100 N. Harris Street, Saline, MI 48176, up to 2:00 p.m., prevailing local time, on June 22, 2023, and then publicly opened and read aloud for the construction of Contract 200-12789-23001-S-4. Qualification statements including Responsible Contractor Questionnaire from bidders are due June 15, 2023 at 5:00 PM at the same address.
The Work consists of the expansion and improvement of the Saline WWTP including: construction of new Headworks Building with mechanical bar screens and raw sewage pumping, construction of new 60-ft diameter primary and final clarifiers, modifications to existing primary and final clarifier tanks, construction of new aeration tanks with fine pore diffusers, construction of new blower and RAS pumping building with high speed turbo blowers and return activated sludge pumping, modifications to existing digester tank, installation of solids handling system, construction of new yard piping, installation of odor control system, improvements to incoming electrical distribution system and installation of standby generator, architectural and concrete restoration, electrical and instrumentation improvements.
Bids shall be on a lump sum basis.
Bidding Documents may be obtained on or after May 12, 2023, through the Michigan Inter-governmental Trade Network (MITN) purchasing Group through the following website: https://www.bidnetdirect.com/mitn.
The Drawings and Project Manual under which the Work is to be done are on file and may be examined at the office of the Saline City Clerk, 100 North Harris, Saline, MI 48176 and at the office of the ENGINEER, Tetra Tech, 1136 Oak Valley, Suite 100, Ann Arbor, MI 48108.
A Bid Security in the form of a certified check, bank check, or Bid Bond for a sum not less than five percent (5%) of the amount of the Bid will be required with each Bid.
The right is reserved by OWNER to accept any Bid, to reject any Bid, and to waive irregularities in Bids.
A mandatory Pre-Bid Conference will be held at 9:00 a.m. on May 25, 2023, at Saline City Hall, 100 N. Harris Street, Saline, MI 48176, followed by a tour of the Saline WWTP, 247 Monroe Street, Saline, MI 48176. Representatives of OWNER and ENGINEER will be present to discuss the Project. Bidders are required to attend either in person and participate in the conference and tour of the Site. Prospective Bidders who fail to attend and register at the meeting will be disqualified from bidding for the Work. ENGINEER will transmit to all prospective Bidders of record such Addenda as ENGINEER considers necessary in response to questions arising at the conference. Oral statements may not be relied upon and will not be binding or legally effective.

This Contract is funded with a State Revolving Fund (SRF) loan. Bidders are required to complete the Certification Regarding Debarment, Suspension and other Responsibility Matters statement included in the Project Manual.
This Contract requires the use of prevailing wage rates. Other specific funding requirements are included in the Project Manual.
No Bids may be withdrawn after the above date and time for receiving Bids for a period of ninety (90) days.
