The City of Grand Rapids is soliciting proposals from vendors who are interested and qualified to provide management assistance in the creation and development of a comprehensive, sustainable, and proactive City Forestry Operations & Management (O&M) plan, including review and suggestions of proposed revisions to related City ordinances. The successful proposal will use existing tools and analysis like the City's geocentric tree inventory and Tree Canopy analysis to create analytics and allow benchmarking that will formulate a Forestry O&M plan that will allow the Grand Rapids Forestry Division to: proactively address the needs of the City's tree canopy (preferably via a rotational pruning, removal and inspection schedule); responsibly program resources and funding to the Division via budget and grant sources; AND effectively communicate Division goals, planning and progress, in real time, to residents, customers, stakeholders, City administrators and decision makers. The awarded contractor will also be expected to actively participate as needed on presentations to key stakeholders, including City Commission, committees, and the public. Focus on the importance of Tree Equity in traditionally underserved areas of the City will be an integral component to this analysis and subsequent planning. An additional intent for this proposed City Forestry O&M plan is to be a living document with real-time evaluations of included strategies and regular updating based on budget programming and productivity success. These updates will be used to adapt City Forestry Division strategies to internal and external changes that will be experienced. The proposals should include schedule, and information related to pricing for all deliverables associated with the work needed.
