The City of Rochester Hills is accepting proposals from experienced and qualified firms to provide demolition services for the old Borden Park Office (Farm House Building) located at 1400 E. Hamlin Road, Rochester Hills, Michigan. Sealed proposals will be received by the City of Rochester Hills at the Purchasing Division, 1000 Rochester Hills Drive, Rochester Hills, MI 48309 through the MITN website until EXACTLY 3:00 P.M. Local Time, July 26, 2023, via electronic proposal submission ONLY at which time the name and addresses ONLY of submitting proposers will be publicly read via Zoom Teleconference.
Due to the COVID-19 pandemic, some City processes have been affected and as such, are requiring adjustment to the normal processes. It is important that you read all the information to ensure you submit your bid response to the City in the correct manner. Please ensure all documents are signed. If you are interested in providing a bid, please read the document in its entirety and submit the requested information and proper forms and upload to the MITN website. Electronic submission through the MITN website will ONLY be accepted. Hardcopy, emailed, faxed and late submittals will not be accepted.
A Voluntary Pre-Proposal Meeting will be held on Wednesday, July 12, 2023 @ 10:00 a.m. beginning at the old Borden Park Office (Farm House Building) located at 1400 E. Hamlin Road, Rochester Hills, Michigan, 48307 in order for potential proposers to become familiar with the premises specified, provide a forum for questions/answers and the work to be performed according to the contract and specifications. Contractors not in attendance at the pre-proposal meeting will still be eligible to propose on this project. All questions are to be in writing directed to Keri Bright, CPPB, Senior Procurement Analyst, by email at brightk@rochesterhills.org.
All correspondence or inquiries from interested firms regarding this proposal shall be directed to the attention of Keri J. Bright, CPPB, Senior Procurement Analyst, City of Rochester Hills,1000 Rochester Hills Dr., Rochester Hills, Michigan 48309, email to: brightk@rochesterhills.org, telephone: 248.841.2538. All inquiries shall be made in writing by 11:30 a.m. on July 13, 2023, in order that a written response in the form of an addendum can be processed before the proposals are opened, if such information would be of significance to uninformed proposers.
The City of Rochester Hills officially distributes bid/proposal documents from the Purchasing Division or through the Michigan Intergovernmental Trade Network (MITN). Copies of bid/proposal documents obtained from any other source are not considered official copies. Only those vendors who obtain bid/proposal documents from either the Purchasing Division or the MITN System are guaranteed access to receive addendum information, if such information is issued. The first step to do business with the City is to become a registered vendor by visiting the City website at www.rochesterhills.org, click on City Government, Departments, Purchasing, Bid Opportunities and link to MITN website. Final proposal results will be posted on the MITN website after award.
THE CITY OF ROCHESTER HILLS RESERVES THE RIGHT TO REJECT ANY AND ALL PROPOSALS.
Any deviation from the specifications must be noted on the proposal.
All proposals must be submitted electronically via the MITN website. Hardcopy, Faxed or Emailed proposals will not be accepted. The City of Rochester Hills is capable of accepting documents in docx, xlsx, pdf, jpg, tif or rtf formats. It is requested that you upload one complete document, versus that of several individual sheets. Please name your files accordingly if more than one file is uploaded to the site.
The submission of a proposal hereunder shall be considered evidence that the vendor is satisfied with respect to the conditions to be encountered and the character, quantity and quality of work to be performed.
Proposals shall be in conformance with the documents. The Proposal Form must be completed entirely and submitted with the proposal. Any deviation from the specifications must be noted in the Proposal.

Scope of Work
The City of Rochester Hills wishes to obtain proposals from qualified contractor(s) to provide demolition services to completely demolish one (1) home that has been used as an office building for Borden Park and all related services. Contractor shall furnish all labor, equipment, materials and supervision necessary for demolition including removal and disposal of debris, and site restoration including fill and grading the site.
An asbestos containing materials inspection and preliminary lead paint evaluations have been completed by ASTI on behalf of the City and is located Attachment A for interested contractors to review. The results were no asbestos was found in the office.
