Specifications include, but are not limited to: Assisting the Collaborative Applicant and the CoC by carrying out the following activities: 1. Competitive CoC Applications; Design and lead a collaborative process for timely preparation and submission of Continuum of Care Competition Applications to HUD (Planning Grants I. and II.) 2. Coordinated Entry; Conduct an assessment of the current system of Coordinated Entry and Diversion; identifying strengths, opportunities to enhance outcomes for homeless clients; and potential benefits in alignment with regional planning with Continua of Care. 3. Build the capacity of the CoC to Evaluate Projects; Engage the CoC and Collaborative Applicant in building their capacity to evaluate projects under both CoC and Emergency Solutions Grant programs. 4. HUD Compliance and Housing First: Provide technical assistance to the Collaborative Applicant and the CoC to advance the application of Housing First principles, as well as compliance with HUD policies and regulations. 5. Develop effective Monitoring: Provide assistance in developing effective project monitoring methods and tools.
