Specifications include, but are not limited to: The Contractor must provide a comprehensive report analyzing the current need for housing in order to end homelessness in Michigan and the associated costs (both statewide and per Continuum of Care). The Contractor will utilize HMIS, the annual Housing Inventory Count and other data sources to develop a statewide inventory of current shelter, transitional housing, rapid rehousing and permanent supportive housing. The Contractor will determine the number and associated funding levels of additional housing units needed in order to house the current homeless population as well as project future housing needs using predictive analytics. The project will span the State of Michigan with a priority on the Balance of State Continuum of Care and will provide analysis and outcomes both by state and by Continuum of Care as defined by the US Department of Housing and Urban Development.
