Specifications include, but are not limited to: The Department seeks an organization to conduct recovery activities when the client has Medicaid and coverage through an individual, entity, insurance, or program that is liable to pay for health care services. The Department administers third party liability (TPL) recovery projects with the intent of reducing Medicaid expenditures through cost avoidance and recoveries. These projects include: Tort and casualty recoveries. Post payment recoveries and retractions. Credit balance audits. Medical Assistance estate recovery. All recovery projects will be operated in accordance with Department policies and procedures, as well as Federal and State statutes and regulations. The Contractor’s recovery processes for all services must not conflict with law or procedure, nor with other recovery programs operated by the Department or its fiscal agent.
