The City of Thornton (Thornton) is requesting Statement of Qualification (“SOQ”) submittals from General Contractors (Firms) interested in bidding on the construction of the West Spratt Platte Reservoir Improvements Project – Phase II, Project No. 98-140D.
Note: This is the second Request for Qualifications (RFQ) for this Project. The first RFQ was rescinded.
Project Overview:
This Project is Phase II of West Spratt Platte Reservoir Improvements Project.
Phase I was completed in 2015 and included dewatering of the reservoir, construction of a slurry wall in accordance with state regulations, construction of ground water lift stations and relocation of trails to accommodate trail & pedestrian users during construction. West Spratt Platt is also an open space park and fishing facility.
For general information, the Design Consultant for Phase I was RJH Consultants. The Contractor for the construction of Phase I was Hall-Irwin Construction Corporation.
Phase II of this Project is for the reconstruction of reservoirs slopes, reconstruction of river berm, and construction of interconnects to adjacent reservoirs. This Project also includes the construction of trails, regional trails, fences, fish habitat, fishing piers, boat access ramp, dewatering to allow construction and other work.
The work described below, includes the major items of work:
- Reservoir Slopes - Reconfiguring the reservoir slopes by a combination of fill placement and excavation. Fill placement includes excavating, placing, and compacting on-site materials from within the reservoir. Selective excavation of materials in the reservoir will be required to produce suitable fill materials. Estimated 500,000 CY of material to be moved and re-used on this Project.
- Interconnect from East Spratt Platte (ESP) to West Spratt Platte (WSP) -Demolition of the existing reinforced concrete interconnect inlet/outlet structure in the reservoir, installation of new 42” diameter steel pipe, and construction of a new reinforced concrete inlet/outlet structure located within the reservoir.
- Interconnect from WSP to West Cooley - Excavation on the north reservoir slope, including excavation support and bypass of McKay Road, connection to the existing interconnect pipeline, installation of new 42” diameter steel pipe and construction of a new reinforced concrete inlet/outlet structure located within the reservoir.
- Reservoir Overflow Pipe - Construction of a reservoir overflow pipe to limit reservoir level by discharging high water levels into the South Platte River.
- Surface Water Collection and Control - Construction of drainage featured to control surface runoff and keep low frequency storm events from entering the reservoir.
- Multi-use Trail Modifications & Fishing Facilities- Construction of new concrete multi-use trail on the river side berm and construction of fishing habitat and new fishing piers
- Site Access Road and Boat Ramp- Constructing permanent site access road around the perimeter of the reservoir. The access road will be 10’ wide and surfaced using aggregate base course. This Project also includes the construction of a boat ramp.
- Temporary Facilities - Constructing, maintaining, and removing temporary facilities necessary to perform construction. Temporary facilities include the following items:
- Site Access: Design and construct temporary access roads required to access borrow areas in the reservoir area.
- Contractor Staging Area: Design and construct Contractor’s staging area.
- Environmental Controls: Design and construct all site grading for temporary features to prevent discharge of excavated or eroded material, and site runoff.
- Other incidental items of work not listed above.
The preliminary construction cost estimate is approximately eight million dollars ($8,000,000).
