900807 - Moby Gym/Auditorium Complex Geoexchange Project

Colorado State University (CSU) is a large land grant university with the Main Campus in Fort
Collins, Colorado and dozens of smaller campuses located throughout the state. On Main Campus,
CSU has a large sports arena complex commonly referred to as Moby Gym. HVAC for Moby Gym
is currently provided by a central steam utility and local chillers. The steam utility is being retired
from this part of campus due to a combination of aging infrastructure, energy efficiency and the
desire to retain steam capacity for the eastern half of campus that has much higher building density.
A study completed in 2013 showed that a conversion to a ground source heat pump (or
geoexchange) system for the Moby Gym complex was the best choice from both an economic and
environmental perspective. This conversion is envisioned as an inclusive turnkey project including
the geoexchange system, mechanical systems retrofit in the facility and all ancillary equipment.

This RFI is intended to understand the options for utilizing third party financing and/or ownership
in order to expedite this conversion. The intent of this RFI is to elicit an expression of interest and
examples of similar accomplishments from potential providers. It is not intended to solicit
proposals for contract terms. It is expected that the information obtained from this RFI will be used
to develop a Request for Proposal (RFP) to provide some combination of design/build/own/operate
for a geoexchange system for the Moby Gym complex at CSU.
