On behalf of the State of Colorado, the Colorado Energy Office (CEO) is issuing this Request for Proposals to engage a qualified Contractor to conduct a study on the Assessment of Building Decarbonization and the Future of Gas in Colorado. The Colorado Energy Office is working with a Steering Committee, including three of the State’s largest gas utilities as well as representatives of environmental, local government, and labor organizations among others, to assess potential pathways to reducing greenhouse gas emissions from buildings that align with the long-term emissions target. In assessing potential pathways, the study will also account for the effects of the transition to lowering building emissions on home and business owners and renters, especially lower income Coloradans who are especially challenged by energy burdens. The study will also assess impacts to utility workforces.
