The City of Greenwood Village invites bids for the City Hall Front Entry Plaza Reconstruction project. The project goal is to provide full design/build services including: design, construction documents and construction materials/labor for the reconstruction of the main entry plaza at City Hall. The project scope involves design and preparation of construction documents for the hardscape areas, landscaping, irrigation, and desired security elements (e.g., boulders/landscape walls), along with necessary construction materials and labor to implement the design and construction in fall 2021. See Exhibit F for a conceptual sketch and existing conditions.

Additional Bidding Instructions

The following information is required in the design bid for consideration for this project:

The names and resumes of personnel proposed to be assigned to this project and their anticipated availability for the project.

A list of subconsultants who will be retained to work on this project.

A complete scope of work, based on Exhibit C, and proposed schedule to include special considerations for the project and any alternatives that can be identified. The consultant is expected to review the project site prior to the submittal of a bid.

A list of your firm’s previous experience with similar projects.

Electronic or physical bid submissions will be accepted. Electronic bids will be accepted through Rocky Mountain E-Purchasing (www.bidnetdirect.com). For physical bids, four copies of the design proposal shall be submitted for City evaluation and the proposed cost proposal submitted in a separate sealed envelope.

The bid is limited to 15 pages in length including resumes. The page limit does not include front cover, back cover, or blank pages.

The selection of the consulting firm will be based on the design bid evaluation categories shown in Exhibit D. After the City has selected its first preference based on qualifications, the cost proposal will be reviewed. If the fee is considerably higher than all other bids, the City will negotiate with the consultant. If negotiations prove unsuccessful with the first preference, negotiations shall then commence with the next preference.

The City requires a certified or cashier's check, or a corporate surety bond in the amount of five percent (5%) of the total bid amount before the City can accept or consider any bid. The bid and the deposit shall be filed with the City’s Office, securely sealed and endorsed on the outside with a brief statement as to the nature of the item or work for which the bid is provided. If the bid is submitted electronically, the deposit shall still be filed in person accordingly. Upon a bid award, such bond shall be returned to the unsuccessful bidder(s). In the case of the successful bidder, the bid bond will be returned upon receipt of the required payment and performance bonds, each in the full amount of the contract price. Bids will be reviewed at 3:01 pm on September 15, 2021 at Greenwood Village City Hall and shall be tabulated by the City.
