These projects will underground the existing overhead distribution and sub-transmission circuits from the east side of Old Seward Highway to the east side of Lake Otis in compliance with underground requirements within the Anchorage bowl. The projects will remove the poles, circuit conductors and overhead line equipment along a busy commercial and residential area, increase feeder transfer capacity, and reduce tree related outages. The existing 4/0 ACSR overhead distribution lines will be replaced with a new underground 750 kcmil cable, in duct with below ground splicing vaults and pads. The existing 266.8 ACSR overhead transmission lines will be replaced with a new underground 1000 kcmil cable, in duct with below ground splicing vaults. This project is subject to the union signatory sections of Chugach’s Outside or Generation Agreements contained in Exhibit N of the 2024-2025 Outside Electrical Line Construction Contract. Bidding is open to all contractors regardless of union signatory statuses. Contractors are not required to be signatory to a current collective bargaining agreement with the IBEW Local 1547 to bid on this project. The signatory requirement only becomes applicable to the successful bidder once a contract is awarded. The successful bidder can comply by either establishing that: 1) it is signatory to a current collective bargaining agreement with IBEW Local 1547; 2) by executing a collective bargaining agreement with IBEW Local 1547; or, 3) by executing an agreement with IBEW Local 1547 to comply with the terms and conditions set forth in the most current agreement between IBEW Local 1547 and the Alaska Chapter National Electrical Contractors Association, Inc. If the successful bidder elects the third option, the agreement will be limited to the scope of work and duration of the project.
