Please note: This is a Sole Source Notification. To accommodate changes to the City's structure, the City is renovating existing City space to provide a Council Chambers that will accommodate an expanded Council, and maintain existing Council operations during improvements. The Project requires specialized skills and experience from the City’s current live video programming provider, Open Signal, in developing the construction methodology, problem solving, sequencing, scheduling, cost estimating, and time and materials to successfully complete the work to verify space is fully operational prior to January 1, 2025. Open Signal, as the City’s current live video programming provider and at the request of the Charter Reform Facilities team, has been engaged in redesign planning meetings since 2023. Open Signal is uniquely positioned as the current designated access provider under the City’s cable franchise with Comcast and as the City’s designated live broadcasting provider under Grant Agreement 32003220. Open Signal currently owns and operates certain equipment in the City Hall control room and Council Chambers, which will need to be removed and then reconfigured once the space has been renovated. Open Signal staff is best positioned, having worked closely over the years with city technology services, facilities, and auditor’s office staff, to provide seamless continuation of live broadcast coverage during this period of transition.
