Specifications include, but are not limited to: 1. Provide consultation services related to the district as needed. This may include the ability of and access to the consultant’s school finance personnel for phone consultation relating to the interpretation and verification of the state school funding system’s effects on the district. 2. As requested by the district, specific engagement with key Texas Education Agency personnel on the district’s behalf. If applicable, the consultant agrees to make all necessary lobbyist registrations and reports with all applicable state and federal authorities and agrees to comply with all applicable state, federal and local laws, and regulations. 3. Develop and implement a comprehensive budget planning process that aligns with the district's goals and priorities and ensures fiscal responsibility and transparency. 4. Provide statutorily required Board of Trustee training to include Team of Eight and Evaluating and Improving Student Outcomes. 5. Provide in-depth staffing studies that provide key insights into a school district’s current staffing practices and recommendations on how to refine them. 6. Provide Financial Modeling and Revenue Estimation Services, including support with the State Aid Template. 7. Provide support with property values related to revenue estimations. 8. Provide support with Truth-in-Taxation Services, including submitting documents to the County appraisal district for the tax rate. 9. Provide support with efficiency studies. 10. Provide support with Federal Funding Analyses. 11. Provide support with Special Programs. 12. Provide support with Innovative Educational Partnerships Financial Guidance. 13. Provide other services related to the above matter as agreed to in writing by both parties.
