Specifications include, but are not limited to: HACP requests your organization (Offeror) to submit a proposal for the preparation of a PCNA report that complies with the Pennsylvania Housing Finance Agency’s (PHFA) 2024 Physical Capital Needs Assessment Guidelines (PHFA PCNA Guidelines). The guidelines may be accessed here: https://www.phfa.org/forms/multifamily_application_guidelines/submission/tab_34/tab_34.pdf. The selected firm will not perform an energy audit as part of this scope of work. The assessment shall be conducted, at a minimum, in accordance with the PHFAspecified requirements. The Offeror must perform certain assessment activities, which include, but not limited to, the following to complete a PCNA report based on the PHFA PCNA Guidelines: • Visit the Property to observe the current general condition of the building and site improvements, interview on-site personnel about the property, and review available construction documents to become generally familiar with the depicted construction, life safety, mechanical, electrical and plumbing systems, and general building environment; • Provide a general description of the Property and improvements, including floodzone designation, and comment generally on observed conditions; • Selected firm will assess the condition and remaining useful life of major building components such as roof, exterior finish and waterproofing, doors and windows, landscape, fencing/railings, walkways/parking areas, major utilities, electrical systems, lighting, mechanical, plumbing, finishes, and common areas. • Observe and generally comment upon the condition of approximately 25% of the units. This is typically sufficient to comment on the condition of the Property. • Identify those components observed that are exhibiting deferred maintenance issues and provide estimates for “immediate” and “replacement reserve” costs based on observed conditions, available maintenance history and industrystandard useful life estimates. Replacement reserve term shall be 20 years. If applicable, this analysis will include the review of any available documents pertaining to capital improvements completed within the last five (5)-year period, or currently under contract.
