Specifications include, but are not limited to: 1. Technical Assistance Tasks associated with assisting in the execution of recovery strategies related to the County’s response and management of COVID-19. In addition, provide guidance and manage the submission process for federal reporting requirements and granular data collection. Scope: Provide services to support Harris County recover from the impact of COVID-19 and maximize grant funding available through ARPA. Tasks associated with assisting in the execution of recovery strategies related to the County’s response and management of COVID-19. These include immediate relief investments and long-term transformative projects addressing disparities exacerbated during the pandemic. In addition, provide guidance and manage the submission process for federal reporting requirements and granular data collection from subrecipients. Key activities: A. Identify federal funding reporting requirements, including data and document collection. B. Coordinate data and document collection needed to complete documentation requirements. C. Provide guidance and training to stakeholders and assist as needed. D. Assistance with managing federal funding system reporting requirements. E. Prepare US Treasury regulatory reporting and ensure submission deadlines are met. F. Capture, track, and submit projected and actual expenses available through ARPA funding. G. Assist with responding to questions submitted by U.S. Treasury or other governmental agencies related to ARPA funding. H. Provide appeals support if ARPA funding is denied by the funding agency. I. Provide support to grant administration, oversight and regulatory compliance, project and grant closeout activities, documentation, and retention strategies. J. Provide technical assistance to the County’s legislative team on recovery activities. Deliverables: • Tracking and reporting of expenditures and compliance. 2. Portfolio Management Tasks associated with supporting the ARPA PMO to assist County Executive Leadership with governance, coordination, communication, and oversight activities for County departments. This includes tasks associated with tracking, reporting, and messaging of performance for individual projects, subrecipients, and contractors. In addition, provide support for project and grant closeout process, documentation, federal reporting, and other closeout activities. Key activities: A. Monitor overall portfolio performance, including KPIs, project plans, and milestones. B. Track project deliverables and deadlines against program goals and agreements. C. Summarize program delivery progress and risks clearly, provide regular reporting to the PMO, and engage stakeholders as needed to mitigate risks. D. Support financial forecasting of individual programs in the portfolio. E. Prepare reports and documentation reflecting portfolio performance. F. Assist with the coordination between County departments and agencies, including the Harris County Hospital District dba Harris Health System as needed, when implementing grant-funded programs to ensure funding is most effectively utilized. G. Attend briefing meetings to discuss key program developments with Harris County stakeholders. H. Develop and support recovery-related communication and messaging across the County to assist with unified, transparent, and clear messaging. I. Develop documentation in preparation for Harris County Commissioners Court, as required. Deliverables: KPI, milestone, and risks/issues trackers. 3. Compliance & Monitoring Tasks associated with embedding required compliance processes throughout the ARPA portfolio and ensuring programs comply with relevant federal, state, and local regulations. In addition, determine program eligibility and establish monitoring and close-out procedures. Key activities: A. Provide guidance and determine eligibility of proposed programs, including the US Treasury Coronavirus State and Local Fiscal Recovery Fund Final Rule and 2 CFR 200 and subsequent revisions. B. Delineate the method by which program costs will be defined, tracked, monitored, and controlled. C. Establish compliance monitoring of active projects across the project lifecycle, embedding compliance processes in program selection, design, implementation, and evaluation. D. Ensure required documentation is retained, with appropriate data protections and clear organization for ease of retrieval. E. Support internal departments and external program administrators in understanding and complying with required regulations. F. Summarize compliance progress and risks clearly, provide regular reporting to the PMO, and engage stakeholders as needed to mitigate risks. G. Engage County departments in support of compliance goals, ensuring an aligned understanding of compliance requirements. H. Analyze programs utilizing multiple funding sources to determine optimal compliance approach. I. Evaluation of grant management risk areas, identification of priorities, and implementation of controls. J. Provide technical assistance as required. K. Conducting compliance reviews of programs, to include compliance pre-audits and Office of Inspector General (‘OIG’) audit support and “look back” audits. Deliverables: • Develop eligibility memorandums. • Develop monitoring plans and reports. • Complete closeout documentation, including final risk assessment and close out letter.
