Specifications include, but are not limited to: Specifications or Performance Standards. Agency requires that the Contractor meets the highest standards prevalent in the industry or business most closely involved in providing the appropriate goods or services. Contractor shall provide subject matter expertise to Agency and the VFR steering committee as needed in the areas of: • Payor-sponsored vaccine funding models (i.e., “universal vaccine purchase”), including assessment mechanisms, processes, and fundamentals; • The Oregon healthcare and health insurance landscape, including scenarios for how a payor-sponsored vaccine funding model could be implemented in Oregon; • Comparison of Washington and other state’s payor-sponsored models that highlight their differences and any recommendations or best practices for Oregon; • Different mechanisms and processes used to calculate and recover payor assessments, including lessons learned from other state models; • National health plans and payors that do business in Oregon, including considerations for including and engaging national plans in vaccine assessments; and • Oregon public and private payor analysis and their potential financial impact under a payor-sponsored model; Deliverables include the provision of assessments, data, documentation, presentations and guidance to Agency and the VFR steering committee as requested to support Agency and steering committee exploration and possible development of the payor-sponsored vaccine funding model.
