Specifications include, but are not limited to: Assist the City in organizing housing rehabilitation/reconstruction procedures, including information dissemination, organization, and maintenance of the records. Conduct a detailed interior and exterior survey of each structure designated by the City within the identified area to determine specific improvements required. Prepare required work write-up, estimated statement of cost, and sketch floor plan for each structure to be rehabilitated. Assist the City in providing the property owner(s) with the following services and information: • Specific improvements required to meet the rehabilitation standards and a probable statement of cost. • Advise Homeowner of any precautions to be taken before contracting improvements. • Program objectives, both public and private. Hold a preconstruction conference with the housing rehabilitation contractor and the Homeowner prior to construction to encourage orderly and complete improvements of the property and conduct a site visit upon completion of work. Provide interim construction monitoring on a periodic basis, with the intent to observe construction work for compliance with bid documents. Provide a "punch list" per site for the City and housing rehabilitation contractor, which will include the preparation of a list of unfinished work items or "punch list." One final site visit will be rendered after the housing rehabilitation contractor notifies the Contractor and Homeowner that all items identified through the "punch list" have been addressed. Assist the City with resolution of Homeowner warranty claim issues as necessary to ensure compliance with construction documents.
