Specifications include, but are not limited to: The County of Santa Clara (County) seeks to hire a consultant or consultant team to facilitate, under the leadership of a Deputy County Executive, a change management initiative to review, assess, and, in working meetings with permitting departments, develop recommendations to improve the development permitting process. The County is seeking to make the permitting process more understandable and easier to navigate, while also providing more parcel-specific information to help inform business decisions for developers, particularly with respect to agricultural worker housing projects. The change management initiative will necessarily involve permit-issuing departments and other County staff. Permitting departments include, but are not limited to: - Department of Planning and Development; - Department of Environmental Health; - Cal Fire/Santa Clara County Fire; and - Roads Department. The consultant would further be expected to prepare deliverables including a comprehensive draft report setting forth the recommended improvements including necessary policy and process changes, an implementation plan (including staff education and training) and timeline for implementation, and a presentation of the report at a public meeting of the Board of Supervisors or the Board’s pertinent Board committee, if necessary.
